Picture a new employee opening a required course. The first screen has six buttons, a paragraph of instructions, an animation, a progress dial, and a menu that behaves differently from the one in the last module. The subject may be straightforward. The experience is not.
This is the kind of problem people often describe as “too much cognitive load.” In plain language, the learner’s limited attention is being spent on things that do not help them learn. Some mental effort is necessary: comparing options, solving a realistic problem, or recalling a key step can strengthen learning. Effort spent decoding the interface or hunting for the point of a lesson is simply friction.
A 2026 review of 53 mobile-learning studies found that useful approaches included thoughtful sequencing, scaffolding, practical scenarios, and learner choice. It also found that avoidable burden often came from the way several instructional features were combined—not from the technology alone. That distinction gives content teams a better question than “How can we make this shorter?” Ask: “What is making the learner work, and is that work helping?”
The short answer
Keep the challenge that belongs to the job. Remove the challenge created by clutter, split attention, vague directions, unfamiliar navigation, and content that arrives before the learner needs it.
Training can be hard for the wrong reasons
Imagine a course that teaches a supervisor how to respond to a safety incident. The decision itself may be difficult, and it should be practiced. But the course should not also require the supervisor to memorize which unlabeled icon opens the incident form, read a policy excerpt in a tiny pop-up, and hold one set of instructions in memory while working on another screen.
The distinction matters because “simplify the course” can lead to the wrong edit. Removing the realistic decision may make the lesson easier while weakening it. Clarifying the choices, placing the relevant policy beside the scenario, and using a familiar button label make the lesson easier to use while preserving the thinking that matters.
This is also an accessibility issue. The W3C notes that people with cognitive and learning disabilities often benefit from clear structure, consistent labels, predictable interaction, simple words, short blocks of text, and designs that help prevent or correct errors. Those choices help many other learners too, especially people who are tired, interrupted, working in a second language, or taking training on a small screen.
Ask three questions before you redesign anything
What should the learner be able to do afterward?
Name the action, not just the topic. “Know the returns policy” is vague. “Choose the correct response to a damaged return and explain it to the customer” gives the lesson a target. Content, practice, and feedback can then earn their place by helping with that action.
Where is the learner spending effort now?
Watch someone use the course. Note where they pause, reread, backtrack, miss a control, or ask what a direction means. Do not assume every pause is productive thought. A short observation often reveals more than a long debate about personal design preferences.
Which difficulty belongs to the skill?
Keep realistic decisions, consequences, and practice. Remove obstacles that come from the delivery. If a learner must compare three treatments, that comparison may be essential. If the three descriptions use inconsistent terms and sit on separate screens, that extra effort probably is not.
Five practical fixes
1. Give each section one clear job
Begin with what the learner needs to do or decide. Keep background information only when it supports that purpose. A screen can be visually beautiful and still feel crowded if it asks the learner to absorb a definition, watch a video, explore four tabs, and answer a question at the same time.
The CDC’s current Quality Training Standards recommend logical sections, familiar language, conversational style, easy navigation, and flexibility for learners to reach the content they need. These are modest design choices, but together they give the learner a stable path through the material.
2. Put help where the decision happens
Avoid making learners carry instructions from one place to another. Put a short rule beside the scenario that uses it. Label an example at the moment it becomes relevant. If a term is necessary, explain it on first use in ordinary language. A separate glossary can still exist, but it should not be the only way to understand the lesson.
3. Use visuals to explain, not decorate
A diagram that shows the order of a process can reduce explanation. A generic office photo beside a dense paragraph does not. The CDC’s eLearning checklist recommends images that support the message and do not distract from it. The Institute of Education Sciences similarly recommends combining useful graphics with verbal descriptions. The key word is useful: a visual should make a relationship, step, or example easier to grasp.
4. Show an example, then let the learner try
For a complex task, demonstrate one realistic example with the reasoning made visible. Follow it with a similar problem the learner must solve. Give feedback that explains the consequence of the choice. This preserves genuine challenge while giving a novice enough structure to begin.
Do not turn every interaction into a trick question. A knowledge check should rehearse the decision the learner will make later, not test whether they noticed a minor sentence on slide 18. Retrieval and practice can strengthen memory, but only when they are aligned with what matters.
5. Make the path predictable
Use consistent labels and controls. Show progress in a way that makes sense. Let people pause and resume. Avoid surprise audio, unexplained icons, and interactions that must be discovered by trial and error. Predictability is not dull; it frees attention for the content.
A quick before-and-after
Suppose a ten-minute compliance lesson opens with three policy definitions, a narrated animation, and a five-step interaction. The learner sees a scenario only at the end. In the revised version, the lesson opens with the familiar workplace decision: “A customer asks you to share account information with a colleague. What do you do?”
The relevant rule appears beside the choices in two short sentences. An example shows how the rule applies. The learner makes a decision, receives an explanation, and then tries a second case with less support. The full policy remains available as a reference. Nothing important has been watered down. The information is simply arriving in an order that supports the task.
A 20-minute review for an existing course
Choose one lesson—not the entire curriculum—and ask a colleague who did not build it to complete a representative task. Give them no extra explanation. Watch for the following:
- Can they say what they are expected to do within the first minute?
- Do labels and controls behave consistently?
- Are instructions visible when they are needed?
- Does each visual explain something, or is it competing for attention?
- Does practice resemble a real decision or action?
- Can the learner recover from a wrong choice and understand why it was wrong?
- What could be removed without weakening the task?
Make one small revision and test again. If learners reach the task sooner, make fewer navigation errors, and can explain their decisions more clearly, the course is becoming easier in the right way. Pair that usability evidence with the broader outcome measures in a training effectiveness plan when you need to know whether the learning later changes workplace performance.
